However, this reform is still an administrative regulation, and the government has not withdrawn from the pricing of resource products. “The most pressing issue in the energy sector reform is the reform of the energy price formation mechanism. At present, the electricity and oil and gas industries still lack a flexible, market-based pricing mechanism,” the source said.

At the same time as price reforms, the energy management system should also be adjusted simultaneously. For example, electricity price reform should be synchronized with the reform of the electricity system. However, the reform of China's power system started nine years ago. After the plant and network were separated, the market mechanism for bidding for access to the Internet was not established, and the reforms were still stagnant.

Ladder price vs. time-of-use price In October 2010, the National Development and Reform Commission announced the “Ladder Electricity Price Reform Plan (Draft for Soliciting Opinions)”, which provided two options for the allocation of power levels. After each month, the basic electricity consumption exceeded the basic electricity consumption. The price is not less than 0.20 yuan. However, under the pressure of inflation, the residents' ladder price plan has been shelved.

In May of this year, the National Development and Reform Commission raised the on-grid electricity price of coal-fired power plants in 15 provinces (cities) such as Shanxi Province. The sales price has been adjusted accordingly, but the price of electricity for residents has not yet been adjusted. At present, under the background of declining inflationary pressures, the overall price adjustment plan has once again been put on the agenda.

Urban and rural residents' electricity consumption accounts for about 10% of the total electricity consumption in the society. In 2009 and 2010, they accounted for 12.5% ​​and 12.2%, respectively. Although the total demand is limited, it is closely related to people's livelihood.

“Employing ladder prices can lead ordinary people to reduce their overall electricity consumption and save energy. But it is not conducive to adjusting the peak-to-valley difference, and it is not conducive to guiding residents to consider the characteristics of new energy sources such as wind power and rationally use energy,” said Cai Guoxiong.

Time-of-use pricing is a method of setting different rates for different periods of the day. That is, high electricity prices are applied at peak hours and low electricity prices are used at low electricity prices.

Cai Guoxiong said: "Ladder prices can be combined with time-of-use prices." For example, nighttime electricity is not calculated in the base price of ladder prices; on the basis of ladder prices, nighttime electricity prices are lowered, while peak electricity prices are increased; at ladder prices Based on the seasonal price factor.

At present, Jiangsu Province has started piloting rural residents' time-of-use price. Pilots will gradually install time-division electricity meters. Pilots can enjoy preferential electricity prices during the low-night hours, and the spread is about 0.20 yuan/kWh.

Local gas companies are choosing to increase their gas prices similarly to the ladder price, which refers to residents performing high gas prices after exceeding the basic consumption of natural gas every year or every month. The above-mentioned person close to the National Development and Reform Commission explained that “at present, the domestic gas price is low, and the price-to-oil price ratio is unreasonable. With the increase in the proportion of imported gas, the price of natural gas is increasing.”

Before this, Hunan, Henan, Hebei and other places have begun to implement pilot gas prices. Take Henan Zhengzhou as an example. When the monthly gas consumption of residents is less than 50 cubic meters, the gas price is 1.9 yuan/cubic meter; after 50 cubic meters, the excess is calculated as 2.2 yuan/cubic meter.

On June 1, 2010, the National Development and Reform Commission raised the domestic benchmark price for onshore natural gas, and the factory (or first station) base price for each oil and gas field (including West-to-East Gas Pipeline, Zhongwu Line, Shanjing-Beijing Line, and Sichuan-East Gas Pipeline Station) was set at 1,000 yuan per cubic meter. Increased by 230 yuan.

However, in the context of preventing and controlling inflation, the sales prices of downstream natural gas have not been adjusted accordingly. “At present, the domestic CPI has dropped somewhat, which is the time to rationalize the price of natural gas in the upper and lower reaches. The National Development and Reform Commission, in principle, allows residents to adjust their gas prices, but they need to perform hearings and other related procedures. Local gas companies are choosing to increase their gas prices. It is one of the options for rationalizing the price of natural gas,” said the gas industry association.

Recently, Shanxi adjusted natural gas prices in the three cities of Jinzhong, Luliang, and Bozhou, which rose by an average of 0.16 yuan per cubic meter.

According to data released by the National Development and Reform Commission, the domestic natural gas apparent consumption amounted to 104.1 billion cubic meters from January to October this year, close to the total consumption of last year, an increase of 20.4% year-on-year. During the same period, domestic natural gas production was 82.6 billion cubic meters, an increase of 6.6% year-on-year; imported natural gas was approximately 25 billion cubic meters, an increase of 86.5% year-on-year.
